Context and stakes

With 65,000 electric vehicles currently in circulation in France, and a forecast of 500,000 in 2020, the issue of charging has become a priority. The domestic housing is tipped as a principal electric vehicle charging in the coming years, however the current users have difficulty accessing urban charging points.

BienVEnu, the opportunity to discover tomorrow’s vehicle!

The project includes:

  • The parking's pre-equipment to install the recharging infrastructure, allowing residents and electric vehicle owners to recharge their vehicles right at home
  • A car-sharing service: at least two vehicles in self-service, accessible to all depending on individual needs
  • An economical way to enter the world of electric mobility

The experimentation aims at showing the feasibility of charging stations in collective housing, at a competitive price. At the end of the project, the offer will be maintained by one of the partners – Park’N Plug – to ensure the installation’s sustainability. BienVEnu intends to not only study the technical challenges but also develop a fully functioning and lasting ecomobility service.

Some context to the development of this project:

  • 65,000 electric vehicles are currently on the road in France, and 500,000 are expected by 2020.
  • Residential housing is potentially one of the main locations for EV charging
  • Public charging stations alone will not be able to sustain the users’ demand
  • The number of charging points in urban areas is currently limited, hindering on the development of electric mobility
  • Today the average motorist drives 31km a day, which is perfectly in line with the EV’s autonomy (ordinarily around 150km)
  • Recent legislation on new mobility and its focus on environment make electric mobility a real possibility


BienVEnu is an answer to the challenges the energy transition raise, on both social and regulatory levels.

Europe, and specifically France, have witnessed change in the regulations regarding sustainable mobility these past few years. The focus has been put on low carbon mobility and particularly on access to infrastructures, allowing electric mobility to expand more and more.

The law on the Energy Transition underlines the different pillars of the “clean mobility” strategy, with a goal of 7 million private and public charging points by 2030, and the obligation to pre-equip new buildings with charging stations.

The “Grenelle 2” law also sets obligations concerning parking equipment. 10% of parking spaces now have to be pre-equipped in order to easily be equipped with charging stations. The law facilitates the “droit à la prise”, the right, for everyone in collective housing, to install (at one’s own expenses) a charging stations on one’s parking space.

The “Massat” law aims at facilitating the electric vehicle development by densifying the charging station network. It allows every terminal operator developing projects of national dimension of being exempt from “occupying public property” fees.
